This article analyzes the process of digital inclusion-exclusion, taking into account the infrastructure conditions in public schools in the nine states that make up the Legal Amazon region, a geographical area of more than 5 million square kilometers, corresponding to 61% of Brazil's territory and covering 772 municipalities (IBGE, 2021). The central argument refers to the fragility and fragmentation of internet access policies in the provision of telecommunications services in locations in the Legal Amazon with a Low and Very Low Municipal Human Development Index. As a methodological resource for organizing data and supporting the analysis of connectivity in the Legal Amazon, it looks at demographics and identifies variables that influence the distribution of Internet access points in public schools; it systematizes digital connection policies; it identifies digital imbalances that persist in public basic education and how they can affect school education in the interior of Brazil. It has been observed that in municipal public schools, where access and/or the quality of the internet signal are generally poor, the provision of significant connectivity, a service with optimized speed, is still a goal to be achieved. This situation requires coordinated actions to guarantee the real possibility of adequate infrastructure; viable policies for the sector with the ordering of rules for public and private investment; a harmonious and up-to-date legal framework that regulates access and forms of financing, taking into account regional peculiarities.
