PROPOSAL FOR A SYSTEM DYNAMICS MODEL FOR SOLID URBAN HOUSEHOLD WASTE MANAGEMENT: A STUDY APPLIED TO CURITIBA (BRAZIL) IN THE LIGHT OF THE NATIONAL SOLID WASTE POLICY (PNRS)

The increase of urban solid waste generation has become a problem for cities management and needs ways to solve and dispose it in an environmentally safe way. This fact is an existing problem for all countries that find different ways for solving. In Brazil, these precepts derive from Federal Law No. 12.305, which instituted the National Solid Waste Policy (PNRS), in 2010. Nowadays, the brazilian management applied cannot meet the priorities stipulated by the Law, being characterized as ineffective and costly, as demonstrated by the research that evaluates the municipal policy for the integrated management of urban solid waste system in brazilian capitals. The absence of waste management generates several environmental, social and economic problems. The objective was to propose a system dynamic model for urban solid waste management applied to the municipality of Curitiba, supported by the PNRS precepts. This study is descriptive and used semi-structured interviews, bibliographic and documentary techniques to obtain primary and secondary data for constructing the proposed model. The model design followed the systems dynamics methodology with application of case study in Curitiba. The model execution provided to demonstrate the integration and interaction between the several variables that involve the urban solid waste management. Compared to the existent model, it can be verified that the structuring of this system dynamics allowed us to understand that there are alternatives for a management more aligned with the PNRS precepts.
