In this article we approach the social networks and hierarchies in the construction of solidarity processes in which theoretical-methodological perspective is oriented to think the new articulations of the actors in the semiarid of Paraiba State, Northeast of Brazil. We analyze the institutional discourse at ASA Paraiba, the demarcation of its space of political insertion through practices, discourses and social articulations and the meanings of social-political, technical and organizational experiences and knowledge for the living within the semiarid. We state in this work the existence of a hierarchical network of social actors as a representation of a multiplicity of institutions, actors and social, technical and political processes and variable degrees of centralizations and descentralizations. Therefore, the movement of social actors may be seen as a complex combination of social insertion: qualification, experimentation, social mobilization, political analysis and propositions.Downloads
