TERRITORY AND INSTITUTIONALIZATION OF PUBLIC POLITICS: FOR A FEDERAL REGULATION OF RURAL TERRITORIES IN MARANHíO

Abstract

The main focus of this paper is the effectiveness of public politics for regional development in Maranhão. It approaches the context from the rural territories of the Ministry for Agrarian Development (Ministério do Desenvolvimento Agrário - MDA) and analyses how the institutionalization of the rural territory development is important to fight rural poverty. It aims to analyze the Federal institutional efficacy/effectiveness of rural territories as a program to fight the poverty and to provide rural development in Maranhão. The theoretical basis and method were the historical and dialectical materialism. It stands for a Federal regulation that considers the regional scales in the execution of rural territories.
