Curitiba environmental planning and policies: discussing the government public action effectiveness from 1998 to 2005

The dilemma between economic growth and environmental sustainability has been guiding the controversy on the State role and capability to implement effective environmental public policies. The present article evaluate at assessing the Curitiba environmental public policy effectiveness from 1998 to 2005. The article used an exploratory, qualitative and applied approach including a case study of the Curitiba multi-annual plans. The 1998 to 2001 plan addressed most of its resources to environmental (159 million), especially to soil planning and basic sanitation. The 2002 to 2005 plan defined a smaller resource amount (44 million) and addressed environmental preservation and education mainly. It was observed a worst situation on environmental quality, mainly concerning water (water quality index increase 0,8 to 1,0 – when higher is worst), despite green area increased in this time.Downloads
