PERCEPTION OF PARTICIPATORY BUDGET PARTICIPANTS IN RELATION TO THE IMPLEMENTATION OF POPULATION DEMANDS: A CASE STUDY IN THE MUNICIPALITY OF SANTANA DO LIVRAMENTO/RS

This study aims to analyze the perception of the participants (managers, delegates and community representatives) of the Participatory Budgeting process in relation to the implementation of the demands of the population in period 2013 and 2014 in country Santana do Livramento. The research is characterized as exploratory, descriptive, qualitative approach through case study. Respondents were randomly selected from the lists of meetings. There were 15 interviews from semi-structured scripts with participants of the Participatory Budget process. We conducted further research in the documents, which were obtained from the Office of Community Relations and also the Municipal Department of Planning. As a result we have: the representatives of the public power and community representatives are aware that the demands are not being made aware of the non-realization of some demand, the last hope that delegates require compliance with the demands. Already delegates recognize that their demands are not being effected and require a government response. The demands on elected Participatory Budget were included in the budget instruments.Downloads
