We use the method of hypothetical-deductive approach, together with the methods of historical procedure, comparative and descriptive statistics based on secondary data analysis. In studying the issue, shows that the production structure of the state, considering its PIB in recent years has been sustained by the tertiary sector and that the sales of agribusiness, very little is converted into ICMS. Thus, in the process of wealth creation and enjoyment of it, the enactment of Law Kandir helped reaffirm the perpetuation of a primary agricultural export model, and the slowdown in the economy of industrialization in the state. Soon, the historical legacy held by the elite linked to international capitalism helps to strengthen certain standard of "agricultural vocation," as the "breadbasket of the world" and "a land of great opportunities" for development.Downloads
